Does 2012 IBC Chapter 19 work with ACI 318-11? Part 1
Question: I am using the 2012 IBC, where Chapter 19 contains certain modifications to the anchorage provisions of ACI 318 Appendix D. I know the 2012 IBC adopts the 2011 edition of ACI 318. However, the IBC modifications to ACI 318 do not seem to be consistent with ACI 318-11. In addition, the errata to the 2012 IBC add the following line:
“(Note: The following modification is based on the 2008 edition of ACI 318)”
I am confused about how to apply the IBC modifications to ACI 318-11.
Answer: You are correct that some of the 2012 IBC modifications to ACI 318, including those related to the anchorage provisions, are inconsistent with the 2011 edition of ACI 318. This is because ACI 318-11 was adopted into the 2012 IBC through an administrative process at a time when ACI 318-11 was not available. As a result, the modifications to ACI 318 remained based on the 2008 edition of that standard, and some of the modifications became inconsistent with the 2011 edition. The 2012 IBC errata failed to resolve the issue. However, the following changes can be made to 2012 IBC Sections 1905.1.9 and 1905.1.10 to make them consistent with ACI 318-11 Appendix D. Jurisdictions that have not adopted the 2012 IBC can make the following amendments in their adopting ordinance, and those that have adopted the 2012 IBC can approve the changes under Section 104.11 of the IBC, “Alternative materials, design and methods of construction and equipment.” The changes are shown using strikeouts and underlines on the IBC provisions as written in the 1st printing of the 2012 IBC without applying the errata. A clean version of the final outcome of all these changes is also shown.

Revise as follows:
1905.1.9 ACI 318, Section D.3.3. Delete ACI 318 Sections D.3.3.4 through D.3.3.7 and replace with the following: Modify ACI 318 Sections D.3.3.4.2, D.3.3.4.3(d) and D.3.3.5.2 to read as follows:
D.3.3.4 – The anchor design strength associated with concrete failure modes shall be taken as 0.75∅Nn and 0.75∅Vn, where ∅ is given in D4.3 or D4.4 and Nn and Vn are determined in accordance with D5.2, D5.3, D5.4, D6.2 and D6.3, assuming the concrete is cracked unless it can be demonstrated that the concrete remains uncracked.
D.3.3.5 – Anchors shall be designed to be governed by the steel strength of a ductile steel element as determined in accordance with D.5.1 and D.6.1, unless either D.3.3.6 or D.3.3.7 is satisfied.
D.3.3.4.2 – Where the tensile component of the strength-level earthquake force applied to anchors exceeds 20 percent of the total factored anchor tensile force associated with the same load combination, anchors and their attachments shall be designed in accordance with D.3.3.4.3. The anchor design tensile strength shall be determined in accordance with D.3.3.4.4.

D.3.3.6 – Instead of D.3.3.5, the attachment that the anchor is connecting to the structure shall be designed so that the attachment will undergo ductile yielding at a force level corresponding to anchor forces no greater than the design strength of anchors specified in D.3.3.4.
Exceptions:
1. Anchors in concrete designed to support nonstructural components in accordance with ASCE 7 Section 13.4.2 need not satisfy Section D.3.3.6.

D.3.3.8 – 3. In light-frame construction, bearing or nonbearing walls, shear strength of concrete anchors less than or equal to 1 inch [25 mm] in diameter of sill plate or track to foundation or foundation stem wall need not satisfy D.3.3.7 D.3.3.5.3(a) through (c) when the design strength of the anchors is determined in accordance with D.6.2.1(c).
1905.1.10 ACI 318, Section D.4.2.2. Delete ACI 318, Section D.4.2.2, and replace with the following:
D.4.2.2 – The concrete breakout strength requirements for anchors in tension shall be considered satisfied by the design procedure of D.5.2 provided Equation D-7 is not used for anchor embedments exceeding 25 inches. The concrete breakout strength requirements for anchors in shear with diameters not exceeding 2 inches shall be considered satisfied by the design procedure of D.6.2. For anchors in shear with diameters exceeding 2 inches, shear anchor reinforcement shall be provided in accordance with the procedures of D.6.2.9.
